You mean to say you want the Text Elements in English?
Or you mean to say you want the Convert the Form to EL.
For Question 1, You have the option call Read Text Elements in SAP. The Syntax is as follows.
READ TEXTPOOL sy-repid INTO tl_textpool LANGUAGE sy-langu. "----> Instead of Sy-Langu you can keep the language as you wish.
For Question 2, In the Smarforms, General Attributes Tab ( from Form Attributes) you have a Option called Translate to All Languages. Make sure that Radio Button is selected. If the Logon Language is EN then the Form always Creates with EN Language. Else this option(Radio Button) will automatically Translate everything.
