Error in SUM phase PREP_INPUT/READCVERS_DUMP

I am trying to upgrade a SEM/BW IDES system to NW 7.4 but SUM keeps on stopping in phase PREP_INPUT/READCVERS_DUMP

I have upgraded the 700 kernel to the latest patch 353

I have upgraded the MaxDB to 7.8

I have loaded the latest 700 Basis and Abap support packs

After every change I have made sure that the SLD and the LMDB is updated and re-ran a MOPZ to create a new XML file after each change.

I have tried 2 different versions of SUM - SP10 9 and SP11 2

But no joy!
